PHO Services Agreement Amendment Protocol 2026/27

Find important information about general practice funding negotiated through the PHO Services Agreement Amendment Protocol (PSAAP) process* for the 2026/27 financial year.
Significant proposed changes to the way funding for general practices would be calculated and distributed have been negotiated this year, including:
-
capitation reweighting to redistribute funding based on updated criteria intended to better reflect patient need and complexity – noting at this point criteria will exclude ethnicity as a factor
-
re-allocation of rural funding
-
a pause on fee increases (patient co-pay) for the 2026/27 financial year.
There are other proposals such as a primary care performance framework that form part of the package.
The primary care caucus negotiators (made up of PHO and Contracted Provider representatives) have worked constructively together throughout the negotiations to secure the best offer possible from Health NZ.
An ‘in-principle’ agreement has been reached which is being presented to general practices and PHOs for consideration. Your participation in this process is important.

Given the significance of the proposed changes, both PHOs and contracted providers are required to participate in this engagement process before any changes can be confirmed.
You are being asked to choose if your practice accepts or does not accept the Health NZ offer as presented.
You have until Thursday 11 June, 2pm to review your options, consider the implications for your practice and patients.
